Why do two meter numbers show on my bill?

How much is the late fee?
A penalty (late fee) is charged at the rate of 1.5% of the past-due balance, which is calculated whenever the next billing runs. For example, if a balance of $100 is owed when the account is being billed for a new bill, a penalty of $1.50 is charged.
