Why do two meter numbers show on my bill?
If your meter was changed to a new meter, you will see two meter numbers on your bill. One will be the old meter with the usage on that meter prior to it being changed, and the other will be your new meter with the usage up to the billing date.

How much is the late fee?
A penalty (late fee) is charged at the rate of 1.5% of the past-due balance, which is calculated whenever the next billing runs. For example, if a balance of $100 is owed when the account is being billed for a new bill, a penalty of $1.50 is charged.
